With a heritage of over 1000 post-war apartment tower blocks spread throughout the city and suburbs, the Toronto region’s urban form is unique to North America. Developed as progressive experiments in post-war planning, today these vast areas require thoughtful reconsideration.

The Tower Renewal Opportunities Book re-examines this housing resource and the neighbourhoods in which they lie, and outlines a series of urban design strategies in which these clusters of apartment towers can emerge as complete, vibrant, transit supportive, low-carbon and equitable communities throughout the city and region. Tower Renewal was adopted by Toronto City Council as a new policy direction in 2008.
